Two warnings. No cleanout means no camera, and the city will not install one for you. And if the blockage turns out to be grease, rags, or other foreign matter from your household, or if no stoppage is found at all, you pay the city’s costs.

This is different from how Fremont, Newark, and Union City work. Those three cities are served by Union Sanitary District, where the owner is responsible for the entire lateral all the way to the main. Milpitas homeowners can get help on the public side, but only for structural failure, and only after their own plumber has tried.
